Interestingly enough, my traceroute to 1.1.1.1 and 104.16.248.249 are the same. But I can confirm that I have the same problem if I use that Mozilla URL. The only way I can get that to work is by setting network.trr.bootstrapAddress to 1.1.1.1, which is kind of cheating.
